　〔記者唐詩台北報導〕台北市１９９９市民服務專線號稱無論市話或手機都免費，有民眾投訴，用手機「預付卡」卻不在免費撥打範圍內，儲值金都扣完了，才知道打１９９９要錢，民眾不滿，向市議員投訴。

　對此台北市研考會昨天回應表示，目前「手機預付卡」屬於「預先付款並依通話時間扣計點數計費」，和月租型用戶分屬不同營運系統，所以目前用預付卡撥打１９９９，還是無法完全正確判斷受話地點，仍須採取收費。

　研考會指出，「１９９９台北市民當家熱線」免付費優惠範圍，只適用市內電話、月租型手機及網路電話用戶；其它包括預付卡手機、公用電話、及其他縣市撥打者，都不是免付費優惠範圍，而這些資訊研考會都有在市府網頁、相關網站和文宣海報摺頁中說明。

　研考會也澄清，目前話務中心平均每個月服務十八萬通電話，其中預付卡手機用戶約只占百分之一點四的比例，約每月兩千五百二十通，並非媒體報導所指的四萬通，而各縣市撥打１９９９的費率並不相同，像是北高、臺中市和桃園縣免付費，但其它縣市仍需付費。
