交通部97年1月18日交路字第0970015820號函示：倘違規案件未屆到案期限且裁決機關尚未裁決，違規事實尚未認定，得檢具陳述意見或聲明異議證明文件，先行辦理考照；惟如尚有其他案件已裁決而未結案，另依違反道路交通管理事件統一裁罰基準及處理細則第64條規定，辦理違規罰鍰分期付款者，於繳納第一期罰鍰金額後，公路監理機關得先註記其申請車輛駕駛執照考驗登記。
