智慧手機沒上網可使用LINE嗎??

我目前使用傳統手機
假如我去買智慧手機..最大動機是想使用交友程式...微信和LINE
至於上網則無此需求...因螢幕太小...
但是我門號合約到今年底才到期...我想換一家電信公司...
而我剛才問電信客服...說申請手機上網需要簽約2年半

我的問題是...使用LIFE和微信..需要在上網時才能使用嗎?

而我家沒有wi-fi...可以在7-11有wi-fi等地方下載交友程式和LINE後..在家使用嗎??

請了解的人解說一下....謝謝
